Disclaimer: This is not a guide per se, but more of a snap shot of what I am and what I do. I have been asked quite a few times to post this information because some feel it can be useful for others. If you want to maximize personal DPS in PvE, and need something to follow along with, then this should be helpful. Also note, that this build is not cheap. The companions, companion gear, and enchantments are extremely expensive. You will not see the same results as me without these items.
This is my Control Wizard, Datsik. I am playing on the Xbox One platform, and the spells/abilities listed herein are available across all platforms. I believe this build is properly named, for it is designed with the intention on doing as much damage as possible as fast as possible. There is no buffing, and there is no debuffing. It is all about the personal damage.

Key Points:

Amor Penetration – You will need to be at 60%. The highest DR mob is Tiamat, and it’s important to shoot for this number first. You can achieve this in many ways, but I recommend doing them with Artifacts and Insignia’s.
Critical Strike – For this build, it is important to be at 100%. Below is everything you need to achieve this.
Power – Once you have 100% Critical Strike, every stat point thereafter should go into Power.

DPS Snap Shots:

  • +2 Charisma
  • +2 Intelligence
  • Bloodhunt: You deal an additional 5% damage to targets below half health.
  • Infernal Wrath: Whenever you are hit, you have a 10% chance to lower the Power of the attacker by 5% for 5 seconds.

Other racial choices that are good are Human, Sun Elf, Moon Elf, and Dragonborn

Good starting roll is 16int / 16cha
Another thing to note, is that Intelligence contributes to damage, and Charisma contributes to critical chance.

Spellstorm / Thaumaturge

Heroic Feats

[3/3] Weapon Mastery: Increases your Critical Chance by 1/2/3%.
[3/3] Toughness: Increases your maximum Hit Points by 3/6/9%.
[1/5] Fight On: Encounter cooldowns reduced by 2/4/6/8/10%.
[3/3] Wizard’s Wrath: Your area effect powers deal 1/2/3% more damage.
[3/3] Blighting Power: You Cold powers deal an additional 2/4/6% damage to targets affected by Chill.
[2/3] Arcane Enhancement: Your Arcane powers deal 1/2/3% more damage.
[2/5] Learned Spellcaster: Increase the amount of bonus damage Intelligence gives you by 1/2/3/4/5%.
[3/3] Focused Wizardry: Your single target powers deal 10/20/30% more damage and your Area of Effect powers deal 30/20/10% less damage.

Oppressor Feats

[5/5] Severe Reaction: When struck you have a 15% chance to repel your attacker 1/2/3/4/5 feet and restore 2/4/6/8/10% of your Stamina. This only works within 20 feet.
[5/5] Bitter Cold: Targets take 1/2/3/4/5% more damage for 6 seconds after being affected by Chill. This effect does not stack.
[5/5] Icy Veins: When you activate an Encounter power all foes within 15′ of you have 1/2/3/4/5 stacks of Chill applied to them.

Thaumaturge Feats

[5/5] Tempest Magic: When your target is below 30% max Hit Points you deal an additional 1/2/3/4/5% damage.
[5/5] Malevolent Surge: When you kill a foe you gain 1/2/3/4/5% more damage. Lasts 15 seconds.
[5/5] Spell Twisting: Your Encounter Powers apply Spell Twisting for 10 seconds, which stacks up to 3 times. When you cast an At Will power, your stacks of Spell Twisting are consumed to reduce the cooldown time on recharging powers. Cooldown reduced by 2/4/6/8/10% per stack.
[5/5] Elemental Reinforcement: When you cast a Fire, Arcane, Cold or Lightning encounter power you gain 1/2/3/4/5% increased damage for 10 seconds. Each Element may apply this bonus separately.
[5/5] Elemental Empowerment: Dealing Cold damage has a 3/6/9/12/15% chance to apply Creeping Frost. Creeping Frost deals 85% of your weapon damage as cold damage every 2 seconds for 12 seconds. Dealing Arcane damage has a 3/6/9/12/15% chance to apply Warped Magics. Warped Magics deals 50% of your weapon damage as Arcane damage every 2 seconds for 12 seconds. Warped Magics ignores half of a target’s resistance. These effects do not stack.
[1/1] Assailing Force: Dealing damage to foes has a chance to grant you Assailant. When you have Assailant your next Encounter power deals 15% of the target’s max HP as unresistable damage (max 800% weapon damage). This will only affect one target when used in an AoE. This feat is half as effective when used on players.

Conduit of Ice (CoI) – Turn target enemy into a conduit for an icy storm, dealing damage to them and enemies around them for a short period.
Damage is increased by 5% for every stack of Chill, and those effects are constantly refreshed.
Spell Mastery: Now adds a Chill effect to targets hit by Conduit of Ice, and increases the size of the area effect.
Icy Terrain (IT) – Freeze the ground around you, briefly immobilizing targets hit by the initial freeze, then adding Chill to enemies while they remain on the ice. Foes who reach 6 Chill Stacks will Freeze.
Spell Mastery: Can now cast at target location.
Ray of Enfeeblement (RoE) – Over several seconds, deal damage to your enemy while decreasing their damage and Mitigation. Debuff duration increased based on stacks of Arcane Mastery.
Spell Mastery: Gains an additional charge, and if recast on the same target twice, will double the effectiveness of the debuffs.
Steal Time (ST) – Steal time from enemies around you, Slowing them, and then shattering the collected time to Stun them based on how much was stolen. The Stun and Slow are further increased based on Arcane Mastery stacks.
Spell Mastery: You and allies near you receive Combat Advantage and a Run Speed buff based on how much time was stolen, and your stacks of Arcane Mastery.
Disintegrate (Dis) – Deal damage to target foe. If the target is below 280% of your weapon damage, they are killed instantly.
Spell Mastery: Kills targets who are below 480% of your weapon damage.
Chill Strike (CS) – Hurl a powerful icicle at your enemy, briefly Stunning them and adding Chill.
Spell Mastery: The icicle now shatters on impact, also damaging those around your target. (Only main target is Stunned.)

Ice Knife (IK) – Summon and slam down a huge blade of ice into your foe leaving them Prone, and adding 3 stacks of Chill.
Oppressive Force (OF) – Create an oppressive magnetic force that Dazes nearby enemies, and then explodes after brief delay, Dazing them further. On cast you build a stack of Arcane Mastery.

Magic Missiles
Chilling Cloud
I am a little unorthodox when it comes to at-wills. I use a combo of two Magic Missile casts and two chilling cloud casts. You can basically get in 4 casts of at-wills in same time is takes to cast the full third of either.

Chilling Presence (CP) – Increases the damage you deal by 2% for each stack of Chill on your target. This damage bonus is DOUBLED on Frozen targets.
Storm Spell (SS) – Shock your target 30% on critical attacks.

Single Target Ranged Spells:
CoI (RB/Tab)  –  CS  –  Dis  –  RoE (CS has a long animation. Try and immediately follow with a RoE or Dis)
IK (Daily)
Single Target in Close Spells:
CoI (RB/Tab)  –  IT  –  Dis  –  RoE
IK (Daily)
AoE Target In Close Spells:
CoI (RB/Tab)  –  IT  –  Dis  –  ST
OF (Daily) IK (Daily) when less than 4 targets and using on highest health mob.

Summoned (with Rank 12 Bonding Runestone’s):

  • Fire ArchonIncreases your damage against targets with less than 50% Hit Points by 7%

  • Earth ArchonIncreases your damage against targets by 6% when you are at full health. Each additional active Archon increases this by .5%

Closing: On Xbox One, there is a Club called Neverwinter Control Wizards. It has clips and screen shots of some of the best Control Wizards on Xbox including myself. These clips include stats, builds, paingiver charts and tips/tricks. It also includes chat availability for asking and answering questions, and party/group invite options.

If you have any questions regarding this post, do not hesitate to ask them. I have no problems helping others, and there are no secrets here.
I will be updating this in the future, and perhaps make it more of a knowledge guide rather than a snap shot.

How are you getting your Int and Cha to 28. If you are starting with a 16 Int and Cha, add 2 for race for 18. Plus 7 for each 10 levels for 25. +2 for belt gives 27… I cant see how you get the final point.

It was an oversight when I was taking the screen shot. Apparently I still had the stats buff from standing in fire. I have since taken new screen shots and posted it without the stats buff from standing in fire.

No offense, but I’m pretty sure the Prestige Robes are better than the Dusk Robes.

In PvE I choose the Elven for it’s stamina regen so I can get in an extra teleport to dodge red. It also helps to get that stamina back to 75% quickly to make use of the Gladiators Guile insignia bonus (movement speed increase). In my opinion, it is good practice to not stand in the red and get hit.

*Lords Armored Polar Bear for Wanderers Fortune (Zen)
*Stormraiders Clydesdale for Assassins Covenant (Zen)
*Guard Drake for Protectors Comraderie (Zen)
*Black Stallion for Gladiators Guile (AH)

Sorry if spelling is inaccurate, for i am using my phone currently to reply.
I use the Zen for mounts because id like to have access on ask of my characters.

For adorable bites substitute, go with brutality, sudden precision, and gemmed talisman. This is all assuming you are using fire archon.
Keep in mind when using sudden rings, your window for high damage is small, so when combat starts, unload.

This only counts on your summoned companion with Rank 12 Bondings. Each Azure rank 12 in an offensive slot on your summoned companion is 5% to crit.
